Norfolk Liberal Democrats are delighted that the Conservative administration at the County Council has once again followed the Liberal Democrats lead on making care leavers exempt from paying Council Tax.
In November 2017 Liberal Democrat County Councillor Ed Maxfield submitted a motion to the County Council to support a national campaign being run by the Children’s Society to exempt care leavers from paying Council Tax until they are 25
Now almost a year later the County Council will be asked to confirm that work is started to implement a uniform scheme across Norfolk.
A 2016 report by The Children’s Society found that when care leavers move into independent accommodation they begin to manage their own budget fully for the first time. The report showed that care leavers can find this extremely challenging and with no family to support them and insufficient financial education, are falling into debt and financial difficulty
Ed Maxfield says:
"Whilst I am disappointed that so many months will have been lost due to political games by the Conservatives, I am also delighted that something is being done for young care leavers. National research has shown that young people when leaving care have difficulty managing their money and avoiding debt.
I hope that by providing this exemption it will help care leavers to better manage the social and financial transition from local authority care to independent living. Our ambition should be as corporate parents that every young person ends up with the same support we’d give our own children. Care leavers can have untapped potential and we want to do everything we can to help them succeed at the highest level."
